A proposal for the establishment in each country outside Israel of a single national Zionist organization was made by Eliahu Dobkin, head of the organization department of the Jewish Agency, speaking before the committee on the agenda for the forthcoming World Zionist Congress.
The proposal was supported by representatives of the Mapai and the Women’s International Zionist Organization but opposed by the General Zionists, the Mapam and the Mizrachi. The committee did not vote on the proposal. Mr. Dobkin declared that the most vital and basic tasks of the Zionist movement abroad were not carried out effectively due to party dissension. He maintained that the creative character of the movement would be lost unless some common ground for action were found.
