Reorganization of the World Zionist Organization on a territorial basis to enable party-affiliated and non-party Zionists to work together as a group was urged here today by Eliahu Dobkin, Jewish Agency executive member, at a meeting of the Agency.

Mr. Dobkin discussed two major problems facing the Zionist movement at the moment: increasing immigration to Israel, and widening educational activities in the Jewish communities abroad in an effort to halt the tendency toward assimilation.

Meanwhile, Dr. Nahum Goldmann, chairman of the Agency executive, has been engaged in intensive talks with both the Progressive and General Zionist leaderships in Israel, looking toward a merger of the two parties or at least the establishment of closer cooperation between them. Such cooperation, Dr. Goldmann is understood to feel, should eventually produce a single slate in the national elections.
