Jewish artisans who are members of co-operative artels and whose production does not require the import of raw materials from abroad will henceforth not be allowed to be transferred to the land or to leave their co-operatives, according to an order issued here. The order is signed by M. Smidovitch, the Vice-President of Soviet Russia and President of the Comzet, the Organisation which is engaged in settling Jews on the land.
The same order enumerates the categories of those artisans who will be permitted to leave their townships. These categories will include: (1) members of artisan co-operative artels who depend upon raw materials which are imported from abroad; (2) members of artisan artels who are engaged in trades which are overcrowded in those particular regions; (3) members of such co-operative artels whose production is not sufficient to provide a fair living.
