How federations and welfare funds may best adapt their programs to the present trend of business recovery for advancement of human welfare will be the keynote of the general assembly of the Council of Jewish Federations and Welfare Funds which will be held in Philadelphia Jan. 30 and 31.
It will be preceded by two concurrent institutes on Jan. 28 and 29 to consider major plans of the federation program, according to George Backer, chairman of the arrangements committee. He said that as opportunities for money raising increase, federations and welfare funds must clear up obligations and insure more adequate financing.
