Jewish leaders dedicated a Torah at the U.S. Capitol that memorializes U.S. and Israeli victims of terrorism. The Torah, which was being completed by a scribe at the Capitol, includes a breastplate memorializing victims of the Sept. 11, 2001, terrorist attacks and a cover with the names of nearly 1,000 Israeli victims of terrorism in the Palestinian intifada.
