General Rischkanu, newly appointed Commissioner of Bessarabia and Bukowina, was given an official reception by the Kishineff population on his arrival here yesterday. Rabbi Zirelson, Chief Rabbi of Kishineff, and other Jewish leaders were present at the reception.
Replying to the addresses of welcome, General Rischkanu spoke in encouraging tones of the national minority populations of Roumania.
“The national minorities will find in me their greatest defender and supporter. I wish them to develop free and unrestricted in their cultural, economic and religious life. The only condition which I attach to this development is their loyalty to the Roumanian state. There will be no hindrance to the existence of national minority organizations. We must give the population liberty, equality, fraternity and above all show more humanity,” he declared.
The appointment of General Rischkanu to this post was welcomed by the Jewish population in Bessarabia and Bukowina, previous dispatches stated, in view of the fact that he is known as a liberal minded man and friend of the minorities.
