Only three Jews have been permitted to retain their licenses to conduct liquor business, out of ninety who were in this business in 1922. The Government at that time resolved to reduce the number of licensees; sixty-five licenses held by Jews and eighteen held by Christians were revoked. Of thirty licenses held by Christians, twelve were permitted to conduct saloons.
Since then, licenses have been issued only to Christians. There are at present twenty-eight saloons in Vilna owned by Christians and three owned by Jewish proprietors.
