MR. MCDONALD WAS PRIME MINISTER AT A TIME WHEN BRITISH POLICY ON PALESTINE WAS UNDERGOING A CHANGE. THE OUTSTANDING EVENT IN HIS CONNECTION WITH THE JEWISH HOMELAND WAS HIS WRITING A LETTER TO DR. CHAIM WEIZMANN IN 1931 MODIFYING THE RESTRICTIONS ON JEWISH SETTLEMENT CONTAINED IN THE PASSFIELD WHITE PAPER OF 1930 BY RE-INTERPRETING IT.
