MR. MCDONALD WAS PRIME MINISTER AT A TIME WHEN BRITISH POLICY ON PALESTINE WAS UNDERGOING A CHANGE. THE OUTSTANDING EVENT IN HIS CONNECTION WITH THE JEWISH HOMELAND WAS HIS WRITING A LETTER TO DR.
