A Berlin Despatch to the New York Herald Tribune said today that something approaching a panic prevailed in Jewish circles in Germany following the publication of the Goering decree. Because of an overnight rush by Jews to dispose of property and prepare to emigrate, the rate for the so-called emigrant mark fell from 5.6 American cents to 2.4 cents.
The result represented a serious loss, on paper, for the foreigners, Jewish and non-Jewish, who own property in Germany of various types or have mark balances here, the despatch said. According to one estimate, this paper loss already has totalled nearly $100,000,000.
