Jews Without Passports Are Not Permitted to Proceed to Bira Bidjan

Jews who are compelled to leave the cities because they cannot obtain passports must not under any circumstances be permitted to proceed to Bira Bidjan, according to instructions issued to its local branches by the Ozet, Jewish society for settling Jews on the land and in agriculture.

The only exceptions are to be made in rare cases for workers who were unable to obtain passports only because they did not have their own dwellings.

The Ozet points out further that the existence of Jewish collectives is threatened even more than that of the non-Jewish collectives, because the former now have large numbers of declassed in their midst, who have not passed through the Soviet melting pot. Should their number be further augmented, it would be more than the collectives could carry, the Ozet says.
