The Jewish National Fund is trying to control unlicensed herds of sheep and goats that have proliferated recently because of the high price of meat and are ravaging trees and vegetation in the Negev. The JNF said it was employing motorized inspection teams to track down the herds and would file complaints with the police. The JNF licenses sheep and goat herds in order to conserve pasture lands.
