A strike by broadcast journalists blacked out Israeli television and radio today for the second day running. The strikers permitted three newscasts and short-wave programs beamed to Eastern Europe.
The strike stemmed from a dispute between the Journalists Association and the Broadcast Authority, a quasi-public agency, over the system of promotions. The journalists recently won a 30 percent wage increase but the Authority wants to abolish the system of automatic promotions based on tenure which has been in force until now,
