David A. Kaufman of Philadelphia has been nominated by President Hoover as American minister to Siam. Mr. Kaufman is a former U. S. Minister to Bolivia. He resigned his Bolivian post some months ago after having been intimately connected with the settlement of the Tacna-Arica dispute between Peru and Chile in which Bolivia figured as an interested third party.
Mr. Kaufman is a lawyer who has specialized in international affairs. For many years he has been active in Pennsylvania politics although he never held any elective office. He had at one time been considered as United States Ambassador to Poland.
