President Kennedy today nominated Abba P.Schwartz, a Jewish attorney once active on refugee problems, to be the administrator of the State Department’s Bureau of Security and Consular affairs.
Mr. Schwartz, a 1939 graduate of Harvard Law School, served on the Intergovernmental Committee on Refugees in London from 1947 to 1949. He was born in Baltimore, and is 46 years old.
