The key to a Middle East settlement lies in Moscow not in Washington, and Moscow is apparently committed to the policies of Cairo, Foreign Minister Abba Eban reportedly told members of the Labor-Alignment in the Knesset yesterday. Mr. Eban said that the Soviet reply to the latest American proposals was given by President Gamal Abdel Nasser of Egypt in his recent bellicose speech before the Egyptian National Assembly. Mr. Eban said that Soviet-Egyptian cooperation is being followed up by the dispatch of a senior Egyptian delegation to Moscow to seek further Soviet arms supplies.
