Conrad E. Kluger, a California banker, has been appointed president of the First Israel Bank and Trust Co. of New York, it was announced by chairman, Dr. Y. Foerder, board chairman of Bank Leumi le-Israel. Mr. Kluger succeeds Benjamin P. Schoenfein who has retired. The new appointee has been regional vice-president of the Union Bank in Los Angeles since 1964 and has a professional background of 15 years in banking.
