An agenda motion to debate “the problem of peace” was voted down by the Knesset Wednesday night. It was introduced by Uri Avneri of the Haolam Hazeh faction. Foreign Minister Abba Eban, replying to the motion, said the Cabinet has held far-ranging discussions of the topic of peace, especially during the past few months, but that the Arabs have rejected every initiative toward peace and understanding made by Israel over the past two and a half years. He said that until the Arabs realize that the State of Israel is a fact, “Middle East peace will evade us.”
