Kofi Annan said early elections in Israel could hold up peacemaking with the Palestinians. “During this election period, maybe there are certain proposals or issues that cannot be pushed, and things are going to be at a standstill for a while,” the U.N. secretary-general said Monday after Israeli Prime Minister Ariel Sharon announced he would quit his ruling Likud Party, ushering in early elections.
