Labor negotiations between the Histadrut teachers union and the government broke down Monday. Kindergarten classes began two hours late Monday and First Grade classes may not be held at all Tuesday. The Histadrut union represents kindergarten and elementary school teachers and some who teach at junior high schools and at teacher-training seminaries. A rival independent union of high school teachers has reached an unofficial agreement with the Education Ministry which will ensure that graduating students will be able to take their matriculation and college entry examinations.
