U.S. Labor Secretary and Mrs. George P. Shultz completed a three-day visit to Israel yesterday as guest of Israeli Labor Secretary Yosef Almogi, Mr. Shultz carried no official message from President Nixon. Mr. Almogi said at a dinner honoring Mr. Shultz that he was opposed to an “imposed arbitration even if it is in the foreign relations field as well as labor relations.” Mr. Shultz was received by Foreign Minister Abba Eban and Acting Prime Minister Yigal Allon. He also visited the Technion in Haifa and the Hebrew University here, where the former professor from Chicago met two of his old students who are now faculty members.
