The owners must present a receipt issued by the Hamburg authorities who confiscated or be able to present a detailed description of their property before it will be returned to them.
The 4,000 pounds of silverware is part of some 20 tons of Jewish property stolen by the Nazis under instructions from Hermann Goering. The Hamburg authorities were able to prevent this part of the loot from going forward to central collection depots by claiming that it had to be catalogued and handled differently in order to save from destruction important cultural objects.
