The refugee-aid resolution was approved by practically all the government representatives, and will be brought up, with some very slight modifications, at the final session of the conference Friday.
Some delegates demanded that “capital” be specified in the part of the resolution regarding Germany’s permitting emigrants to take out property. They argued that their clearing arrangements with Germany might be affected if too much merchandise were taken out by refugees. However, they later agreed to leave the matter open.
