The Arabs and the Western countries this afternoon reached an agreement on a “modified” draft resolution to be presented tomorrow to the Security Council meeting on Jerusalem, the Jewish Telegraphic Agency learned. The core of the draft resolution, as obtained by the JTA, states:
“The Security Council decides to refuse to accord any recognition of the basic law on Jerusalem and calls upon all states (A) to abide by this decision; (B) not to deal with Israeli institutions established in, Jerusalem; (C) in particular those states that have established diplomatic representation in Jerusalem to withdraw such representation from the Holy City.” According to sources here, the U.S. is likely to abstain tomorrow during the vote on the draft and will not use its veto power. Although the resolution does not call for sanctions the call for the withdrawal of diplomatic representation in Jerusalem amounts to sanctions. (By Yitzhak Rabi)
