A uniform type of passport for persons who belong to the category of “men without a country” was recommended to the League of Nations by a Committee of experts which studied the problem. The recommendation was submitted to the League of Nations Section on Transit and Communication. According to the plan such persons are to receive these passports from the authorities of every country which is a member of the League.
The category includes besides persons without nationality, persons of doubtful nationality and persons who, although possessing nationality, cannot obtain national passports for reasons recognized as valid by their country of residence.
It is recommended that a passport be drawn up according to a model proposed by the passport conference, and should include information on the possibility of return. It is proposed that the passport should be valid for one year, with the possibility of prolongation, and be good for all countries or as many countries as possible.
The Executive of the International Committee for the Protection of Emigrants delegated Z. Aberson to represent it on the experts committee.
