The Ecuadorean rapporteur on the refugee problem proposed at the opening of the ninetieth League of Nations Council session today that a subcommittee be appointed to bring in a resolution and detailed plans on the refugee question.
He paid high tribute to the work of James G. McDonald of New York, who recently resigned as High Commissioner for German Refugees.
The subcommittee is expected to be appointed tonight or tomorrow and will probably include the delegates of France, Poland, Russia, Denmark and England.
The subcommittee, in addition to drafting a resolution, will submit nominations for the post vacated by Mr. McDonald and for a president of the Nansen International Office. The chief debate on the refugee question is expected to take place this weekend, at which time political aspects of the problem will be aired.
