Following a report on the operation of numerus clausus by Professor Theodore Ruyssen at a meeting of the Minorities Commission of the International League of Nations Union, under the chairmanship of Sir Willoughby Dickenson, it was decided to circulate a memorandum among the affiliated unions asking complete information on the effects of the numerus clausus.
