day have received permits to enter France from the Saar, it was announced today by Eduard Heriot, the French Minister, in reporting to the Cabinet on the situation of the Saar refugees. Mr. Heriot estimated that at least 2,000 Saar citizens already are finding refuge on French territory. The number of visas issued since the Saar plebiscite was estimated by the Minister at 8,000, of which more than half are held by people still in the Saar but ready to leave the region as soon as they liquidate their belongings there.
