The League of Nations Assembly today approved the appointment of Sir Herbert Emerson, former Governor of Punjab, as High Commissioner for Refugees for five years at an annual salary of $11,000. the 1939 budget for the high commission is $54,000. Sir Herbert was instructed to maintain contact with the Intergovernmental Refugee Committee in London and was empowered to appoint his own representatives in the principal governments of refuge, provided the governments agree.
