Former Senator Herbert H. Lehman marked his 84th birthday yesterday by accepting a medal authorized for him by the President of the Philippines. The medal–the Philippine Legion of Honor, rank of Commander–was presented to Mr. Lehman at his Manhattan apartment by Brigadier General Carlos Romulo, retiring Ambassador to the United States.
The award was created to honor Mr. Lehman for his services to the Philippines as a Senator, his defense of human rights, his devotion to the cause of democracy and his work as director-general of the United Nations Relief and Rehabilitation Administration.
