Libya’s handover this week of two suspects in the 1988 downing of Pan Am Flight 103 over Lockerbie, Scotland, should not mean that the world absolves the Libyan government from ultimate responsibility for the “heinous crime,” according to the Orthodox Union. Describing the handover as only a “first step,” the O.U. said, “States that foster and encourage terrorism must be severely punished so that global terrorism can finally be defeated.”
