The Government today issued a law obliging all artisans, shop assistants and business men to possess certificates attesting to their general and professional knowledge, as well as certificates showing them to be proficient in the Lithuanian language. Only persons who have been engaged in their trade or business at least eighteen years are exempted.

The law has caused grave concern among the Jewish population, which will be most heavily affected by it. Thousands of Jewish artisans and business men are believed to be in danger of losing their livelihood as a result of the law’s provisions.
