Louis D. Horwitz Joins C.J.F.W.F. As Director of Overseas Studies

Louis D. Horwitz will become the director of oversees studies for the Council of Jewish Federations and Welfare Funds next week, it was announced today by Philip Bernstein, CJFWF executive director. For the past five years, Mr. Horwitz has been director-general of JDC-Malben in Israel.

In his new position, Mr. Horwitz will direct special studies and reports which will provide Council’s member communities with independent analyses of needs in Israel and other overseas lands, and of the services, programs and plans developed by beneficiary agencies to meet those needs. He will serve as secretary of the Council’s Committee on Overseas Services, and will follow up on the recommendations of this committee and of the Council overseas delegations, board of directors and general assembly.

In announcing Mr. Horwitz’s appointment, Mr. Bernstein declared that “he will bring a unique depth and competence to our work, growing out of his leadership of Malben and his prior service as European director of the United Hias Service and his UNRRA and JDC responsibilities in Europe and North Africa.”

In addition, Mr. Bernstein pointed out that Mr. Horwitz’s background and expertness in the care of the aged, the chronically ill and in the field of mental health will be of value to the Council’s member community agencies generally. A professional social worker, Mr. Horwitz joined the JDC in Italy in 1946 after supervising the care and feeding of some 2,000,000 children in the war-torn areas of Europe as an UNRRA worker.
