Lubavitch officials filed a lawsuit Tuesday challenging a Cincinnati ordinance banning anyone but the city from erecting displays at a downtown plaza during the holiday season. Members of Lubavitch, who want to erect a menorah on the square, charge in their lawsuit that the ordinance is an unconstitutional “administrative scheme.”
