Mahmoud Abbas said a Palestinian Authority coalition government could be formed by the end of the month. The P.A. president said Saturday that he expected Hamas, the governing terrorist group, to form a unity coalition with Abbas’ relatively moderate Fatah faction by December, which he hoped would end a Western aid blockade and restart peace negotiations with Israel.
