Lord Duncannon, assistant to League High Commissioner Sir Neill Malcolm, left by air for Switzerland today where he will probably consult local relief organizations on the position of refugees from Greater Germany. Lord Duncannon also expects to speak to a number of refugees to ascertain their suitability for overseas emigration since Switzerland regards herself only as a country of transit. Most of the refugees who arrived recently are concentrated in Basel. Those Able to prove that they had to leave Germany are expected to be allowed to remain in Switzerland pending plans for their emigration.
Before leaving, it was learned, Lord Duncannon and Sir Neill worked out plans for cooperation between the High Commission and the Evian Bureau, and also the forthcoming negotiations of George Rublee, head of the refugee bureau, with the German Government regarding orderly emigration of people with part of their fortunes.
