Mandate is Not Transferable, Amery Tells House of Commons

A definition of the legal character of a mandate over a territory, allotted to the allied governments following the World War, was given in the House of Commons by Col. Leopold H. Amery, Secretary for the Colonies.

In commenting upon this definition, the “Near East”, a magazine close to the British Foreign Office, praises Col. Amery’s statement in Commons for his declaration that the mandates allotted to one of the governments by the allied and associated powers did not in any ## form a tenure held from the League. The League is not in a position to take the mandate away nor transfer it.

The “Near East” further states that the decision with regard to the mandated territories has not been generally understood. It is well that this should have been so clearly explained by a spokesman of the British government, the paper states.
