No recommendations on the Palestine White Paper are contained in the Permanent Mandates Commission’s report to the League Council, it was reliably learned today.
Because of a divergence of opinion between the majority and the British-French minority in the commission, it was found impossible to reach a unanimous decision satisfactory to all the members. As a result, the report, which has already been transmitted to the Council, merely states that the opinion of the commission has been expressed in the views of the individual members as they were voiced in the course of the session. These views will be contained in the minutes of the meetings, which will be published simultaneously with the report, publication of which is scheduled for August.
It is understood that five members of the 10-man commission expressed the view that the new British policy for Palestine, as outlined in the White Paper, violates the mandate. The absence of a ruling by the Mandates Commission, however, gives the Council an opportunity to take whatever decision it desires.
