According to people who have recently been inmates of Soviet prisons, when the Ogpu (political police force) makes one of its periodical sweeps, the prison population increases greatly. The prisoners generally remain in Moscow a few weeks or months and are eventually banished without trial.
Most of the big “Nepmen”, chiefly Jews, who have fallen afoul of the authorities for alleged infringement of the conditions under which private trading is permitted, are banished to Nijni Novgorod.
