Mark Lutsker, a former Prisoner of Conscience who recently completed a two-year sentence on charges of draft evasion, was granted an exit visa to join his fiance in Israel, the Greater New York Conference on Soviet. Jewry announced. Lutsker was a key organizer of the September protest by Kiev Jews over Soviet failure to memorialize more than 100,000 Jews slain by the Nazis at Babi Yar. Following his initial visa application, he was expelled from the Voronezh University mathematics department.
