The personnel of the Non-Partisan Survey of Palestine, the commission which is to investigate the situation and the possibilities of Palestine in behalf of the Jewish Agency, in accordance with the agreement concluded between Dr. Chaim Weizmann and Mr. Louis Marshall, was announced yesterday in a statement issued by Mr. Marshall.
Sir Alfred Mond, Felix M. Warburg and Dr. Lee K. Frankel are to head the commission, the announcement disclosed.
The text of the statement follows:
“In connection with the contemplated Non-Partisan Survey of Palestine as to which announcement was made some months ago by Dr. Chaim Weizmann and Mr. Louis Marshall, the latter now makes the additional statement that the following agreement has been reached in respect to the members of the Commission and of the expert staff who are to direct and conduct the Survey:
“The Commissioners are to be Sir Alfred Mond, of London, who is to have one European associate who has not been finally agreed upon, and Dr. Lee K. Frankel, Second Vice-President, Metropolitan Life Insurance Company of New York, with whom Mr. Felix M. Warburg of New York, is to be associated.
“A group of experts, who are to make a scientific investigation of the various phases of Palestine conditions which are to be the subject of the Survey, are to act under the direction of the Commissioners. Thus far the following selections have been made:
“In Agriculture, Prof. Elwood Mead, of the Department of Rural Institutions of the University of California, and Prof. Jacob G. Lipman, Dean of the Department of Agriculture of Rutgers College and Director of the New Jersey Agricultural Experiment Station. As their assistants there have been designated the following:
“As general agricultural economist. Prof. Frank Adams of the University of California.
“As horticulturist, Mr. Knowles Ryerson, late of the University of California, horticultural advisor to the Government of Haiti.
“As soil expert, Mr. A. T. Strahorn, of the Bureau of Soils, United States Department of Agriculture.
“In matters pertaining to irrigation, Mr. C. C. Henriques, late of the Public Works Department of the Government of India.
“In respect to marketing and transportation, Mr. Victor Mosseri, of Cairo, Egypt.
“The Commission will also have at its disposal material courteously supplied to it by Sir John Russell, director of the Rothampstead Agricultural Experiment Station, Harpenden, England, who has recently visited Palestine. Sir John Russell is now in this country as a British delegate to the International Soil Survey Congress convened by the United States Government.
“Investigations in respect to health, sanitation and hygiene will be conducted by Prof. Milton J. Rosenau, of the Department of Preventive Medicine of Harvard University, to be assisted by Dr. Charles F. Wilinsky, Deputy Commissioner of Health of the City of Boston.
“As expert in banking and finance, Dr. Ernst Kahn of Frankfort, who has had extensive banking experience, will serve. Dr. Kahn was formerly financial editor of the “Frankfurter Zeitung” and is associated with the banking firm of Speyer Ellissen.
“Dr. Maurice B. Hexter, director of the Federation of Jewish Charities of Boston and lecturer at Harvard University, will accompany Dr. Frankel as secretary to the American section of the Commission.
“The appointment of additional experts to deal with a number of important subjects, including industry and commerce and accounting and audit, is under consideration and it is expected that an early announcement will be made concerning them.”
