The Massachusetts House of Representatives this week approved the Fair Educational Practices Bill Banning discrimination against students in this state because of race, religion or national origin. Under terms of the measure, which carries no penalties for violations, the state Department of Education is authorized to order a college or university to admit a student, if the latter can prove he has been denied admission because of discriminatory practices.
