A royal decree invoking martial law in the districts affected by the anti-Semitic disturbances will be issued if the present laws are insufficient to maintain peace and order it was decided at a meeting of the Roumanian ministerial council today with King Carol presiding.

CONFIRMS ARREST OF AGITATORS

While King Carol has confirmed the arrest of Fathers Berinde and Dumitrescu and their wives in connection with the anti-Semitic troubles at Borscha, he has decided to release the 26 peasants who were arrested with them. King Carol, speaking at the ministerial council’s session, appealed for the urgent necessity for a mutual understanding between all citizens and nationalities and expressed his regret for the weak attitude of the authorities when the disturbances first began. In the meantime the minister of justice has telegraphed to all the district attorneys to take the most energetic measures against all anti-Semitic agitators.

ANTI-SEMITIC MANIFESTOS DISTRIBUTED

The distribution of anti-Semitic manifestos in the streets of Bucharest continued today. They were also handed out surreptitiously in the railways. New posters appeared today on building walls announcing the support of the anti-Semitic youth organization, the Iron Guard, for George Beza, the student who shot Dr. Constantin Angelescu, assistant minister of the interior, and expressing sympathy for Beza’s terroristic act and threatening with death the editors of three Bucharest papers, the “Adevarul,” the “Dimineatza” and the “Lupta.”

CHIEF SECRETARY OF INTERIOR MISSING

In the meantime much excitement has been created by the mysterious disappearance of M. Taslavanu, chief secretary of the ministry of the interior. His absence was discovered when the judge who is investigating the shooting of Dr. Angelescu, came to interview M. Taslavanu and was informed that he had been missing for several days. The police have begun a search for him.

The unexplained disappearance of M. Taslavanu is believed to have some connection with the attempted assassination of Dr. Angelescu. Taslavanu, who had been accused of hiding the notorious anti-Semitic agitators, Danila and Nicolai Totu, in the office of the ministry of the interior and preventing their arrest, is suspected of having connections with Beza, the would-be murderer.
