Mayor Richard Hatcher of Gary, Indiana, complained to Democratic Party chairman Robert Strauss here several days ago that the United States is considering giving $35 million to help relieve famine conditions among Blacks in the Southern Sahara areas while the Congress voted $2.2 billion to aid Israel. “The party should be taking a strong position on the fact that Black Africans are starving,” Hatcher said. He was one of a dozen Black Democratic political leaders who told Strauss that Blacks contributed 25.7 percent of the votes received by the Democrats in the last Presidential election and should, therefore, be represented at least to that extent in the party’s groups making policy and decisions.
