James G. McDonald, the League of Nation’s High Commissioner for Refugees from Germany and other countries, arrived here today.
In a special interview with the Jewish Telegraphic Agency, Mr. McDonald said that he came here to negotiate with the Commissariat for Foreign Affairs in order to gain its support for his proposal to establish a League refugee organization.
He will not, however, he declared, raise the question of admitting refugees from Germany and other countries to Russia.
The first experiment in mass-emigration of Jews to Biro-Bidjan, the autonomous Jewish territory, was made today with the departure from here of a 36-car train carrying 600 settlers to the Far Eastern province.
The train includes a diner, a hospital car, a library car, and seven cars of supplies.
