Bush concluded his meeting with the Israeli prime minister at Bush’s Texas ranch Monday by repeating the U.S. position that facts on the ground, including major Israeli population centers in the West Bank, must be taken into account in final-status talks with the Palestinians. However, he also repeated his insistence in recent days that Israel not expand settlements before those negotiations.
