The Soviet Government today appointed Michael Katell, of the Ukraine foreign trade commissariat, president of the Executive of Biro-Bidjan, autonomous Jewish territory in the Far East. Katell, who is president of the Ukrainian Ozet, organization for the settlement of Jews on the land, replaces Prof. Joseph Liberberg, who was removed Sept. 22 as a Trotskyist and counterrevolutionary.
