?migration Procedure for Rabbis Changed; Contracts Must Be Filed at U.S. Consulates

A change in the procedure of non-quota immigration of rabbis to the United States was reported today by Samuel A. Telsey, president of HIAS. Formerly all rabbinical contracts had to be submitted to the State Department for approval, while now such contracts must be filed directly with the appropriate American consulates.

For persons residing in Germany, Mr. Telsey advised filing those contracts with the New York headquarters of HIAS for forwarding through the overseas offices of the organization to the local American consuls. In cases of rabbis residing in other countries, he suggested submitting two copies of the contract directly to the American Consul and two copies to the New York office of HIAS to assure maximum effectiveness.
