Millions of dollars in foreign aid to the Palestinian Authority was used to buy weapons, Israel’s Shin Bet security agency said. The Shin Bet released a transcript Wednesday of its interrogations of Fuad Shobaki, a former Palestinian Authority financier and confidant of Yasser Arafat who was jailed in the West Bank city of Jericho until Israeli troops took him into custody in May.
