Assurance that racial minorities in Roumania will receive the full guaranty of the law was given to President Hoover by the new Roumanian Minister, Charles A. Davila, who presented his credentials to President Hoover at the White House yesterday. This point was included in formal remarks addressed to the President by the new Minister in the customary ceremony attending presentation of credentials.
