Montreal-based Concordia University said it was unprepared for the riot last September that forced the cancellation of a speech by former Israeli Prime Minister Benjamin Netanyahu. The university put students, faculty and staff in danger by failing to properly secure the building where the speech was to take place, the school’s rector said in a report Wednesday.
